In the UK, city status is granted by royal charter; whilst in common parlance 'city' lower case is used to mean a large urban area, 'City' refers specifically to a specific legal entity. If these entities are not municipal corporations and many are not then their fiscal affairs are the responsibility of the county, municipality, or other unit of government with which they are associated. This mixture produces the high complexity of modern local government.
